Construction site safety audit: the 12 checks that prevent most fatalities

Falls from height, struck-by loads, excavation collapse and electrocution account for the overwhelming majority of construction fatalities in India. A construction safety audit earns its fee only if it verifies the controls for those four risks in the field, on the day, at the workface.

The fatal-risk checks

  • Height work — full-body harness with double lanyard, anchored lifeline, verified anchorage, edge protection and rescue plan
  • Scaffolding — competent-person tag system, base plates, bracing, board condition and safe access ladders
  • Excavation — shoring or benching against soil class, spoil setback, access ladder every 7.5 m, gas testing in deep pits
  • Lifting — valid crane test certificate, operator licence, load chart, rigger competency, exclusion zone and taglines
  • Electrical — ELCB/RCD on every board, no joints in trailing cables, IP-rated boards, dedicated earthing
  • Confined space — permit, atmospheric testing, standby person, retrieval equipment and forced ventilation
  • Material hoists and passenger lifts — third-party certification and gate interlocks
  • Demolition and dismantling — method statement and exclusion zones

BOCW welfare and health obligations

The Building and Other Construction Workers Act adds duties that audits routinely miss: registration of the establishment, drinking water, latrines, creche, canteen, rest shelter, first-aid facility and an ambulance van linked to worker strength.

Documents that must exist on site

  • BOCW registration and cess payment proof
  • Approved HSE plan, HIRA and job safety analyses
  • Permit registers, toolbox talk records and induction registers
  • Equipment test certificates — cranes, slings, hoists, ELCBs, scaffold tags
  • Accident and near-miss reports with closure evidence
  • Safety officer appointment as per worker strength and safety committee minutes

Auditing the contractor chain

Most site risk sits with subcontractors. Audit their induction records, PPE issue registers, competency proofs for riggers and electricians, and whether their supervisors can explain the permit they are working under.
